According to Dave Meltzer on Wrestling Observer Radio, WWE recently made an offer to Adam ‘Hangman’ Page. According to what Meltzer has heard, Page turned WWE’s offer down.

Meltzer added that Page told WWE that he didn’t want to come right now because the group (Cody Rhodes, the Young Bucks, Kenny Omega, Marty Scurll, and Page) are sticking together.
