According to a report from Mike Johnson of PWInsider, Seth vs Brock was originally scheduled to take place right before the main event (Becky Lynch vs Charlotte Flair vs Ronda Rousey).

WWE reportedly decided at around 3:30 PM (EST) to move the Universal Championship match to first on the card. AJ Styles vs Randy Orton was originally scheduled to be the opener but it was moved back a spot after the change.

It is unclear why this change was made. Johnson notes that the decision was made so late that some people were surprised when Heyman interrupted the segment involving Alexa Bliss and Hulk Hogan.
